C-202 An Act to amend the Department of Foreign Affairs, Trade and Development Act (Supply Management)
Bill Type: Private Member’s
Bill Sponsor: Yves-François Blanchet (Beloeil—Chambly)
Royal Assent: June 26, 2025
This Bill is about Supply Management — the system that protects Canadian dairy, poultry and egg farmers. It makes it illegal for the Minister of Foreign Affairs to give away any part of that protection in a future trade deal.
WHO GAINS POWER
- Parliament — this Bill limits Ministerial discretion, returning trade authority over supply-managed goods to the Legislative framework
- Canadian dairy, poultry and egg producers — protected from future trade concessions by treaty
WHO LOSES POWER
- The Minister of Foreign Affairs — prohibited from making any international trade commitment that would increase import quotas or reduce tariffs on dairy, poultry or eggs
- Future trade negotiators — cannot offer supply management concessions at the table
WHO GAINS MONEY
- Canadian dairy, poultry and egg farmers — protected market share, stable pricing
- Supply Management system participants — reduced risk of foreign competition undercutting domestic prices
WHO LOSES MONEY
- Foreign exporters seeking access to Canadian dairy, poultry and egg markets
- Canadian consumers who might benefit from lower prices through increased import competition
THE CATCH
- This Bill is already Law — it passed and received Royal Assent June 26, 2025
- It only restricts the Minister from making new commitments — existing trade obligations (CUSMA, CPTPP) remain in force
- Does not address whether current quota levels are appropriate — just freezes the Minister's ability to change them by treaty
