WHO GAINS POWER
- The Minister of Natural Resources gains authority to develop and implement a national renewable energy strategy binding on all electricity generation in Canada by 2030
- The Minister of Finance gains authority to design and implement financial incentives for renewable energy projects
- Indigenous governing bodies gain a formal consultation role in strategy development
- Provincial governments gain a consultation role — but not a veto
WHO LOSES POWER
- Non-renewable energy producers — the Bill requires twice as many renewable projects initiated as non-renewable in every calendar year
- Provinces lose de facto control over their own energy mix if the federal strategy sets a 100% renewable target by 2030
- ⚠️ Consultation is not consent — provinces and Indigenous governing bodies are consulted but the Minister is not required to follow their input
WHO GAINS MONEY
- Renewable energy sector — solar, wind, tidal and biomass projects eligible for new federal incentives
- Homeowners and businesses retrofitting properties with renewable energy technologies
- Clean energy job market — projected growth cited in the preamble
- Researchers and developers in renewable energy technology
WHO LOSES MONEY
- Non-renewable energy producers facing a mandated phase-down
- Taxpayers funding new incentive programs and large-scale public electric utilities
- ⚠️ "Incentives" are not defined or costed — the Bill requires them to be designed within one year but sets no budget, no cap and no accountability mechanism
THE CATCH
- ⚠️ 100% renewable electricity by December 31, 2030 — that is less than five years from introduction; no transition plan, no grid reliability assessment and no consequences for missing the target are included in the Bill
- ⚠️ "Renewable energy" is broadly defined — any source naturally replenished within a human lifespan; the Minister determines what qualifies by regulation
- ⚠️ Provincial jurisdiction — electricity generation is largely a provincial responsibility under the Constitution; this Bill does not address how a federal strategy overrides or coordinates with provincial authority
- The Bill requires a report tabled within two years and progress reports every three years — but sets no enforcement mechanism if targets are missed
- Incentives apply to start-up costs only — no ongoing support for projects once launched
